It is not actually a new rule, but a more strict interpretation of an existing rule that says the uniform shall be worn "as intended by manufacturer"

Massachusetts has adopted the national federation direction that this means that the headgear should be worn without any tape.

Current referee interpretation is that this means no tape on any part of headgear (earguards, straps, chinstrap/chincup, etc..).

I believe many referees would agree that a severe case of cauliflower which has been drained, cut, etc.. may require "special equipment", and MIGHT allow a tape/padding modfied headgear to be worn.

The rule states headgear must be "per the manufacture" . So it depends on when the graphics are applied. If you apply graphics to the headgear yourself, or from a dealer who adds the graphic on to a headgear that is out of a package, (cliffkeen, brute, addias) This is not legal per the rule. If you order your headgear from crossfacegraphics.com, who is a manufacture of headgear. Yes headgear that is made in the USA. The graphics are part of the manufacturing process, thus is legal per the rule. Hope this helps.

The all powerful headgear manufacturer's lobby wins again.
